Who killed Jill Dando?

On the day Jill Dando was shot in the head, at point blank range, Nabil Shaban instantly speculated that it was a Serbian government organised Hit, in retaliation for the USA / British led NATO bombing raid on Belgrade, with such specific targets as the Belgrade television station, killing many TV personnel. On that tragic day of 27th April 1999, Nabil immediately sent emails to New Scotland Yard and the BBC, proposing his Serbian Death Squad theory.
