Strategy? It's simple: They figured out during the 2000 election that all they had to do is keep your opponent on the defensive. That way they're always defending themselves and can't communicate their message. They did that with Gore, who had as many "Swift Boat" stories of his own to deal with and they were all as nasty as the ones Kerry was subjected too. In 2008, the Dem's collective balls dropped and they won because they had the guts to call the Repubs out on this stuff. Kerry didn't.
