In 1995, Richard Bosworth appeared with the Vraza Philharmonic in Bulgaria under the direction of Anthony Armore. It is a live performance of Mozart's Piano Concerto No. 24 in C Minor, Mvt. 1, Part 1.
In the corpus of works for piano and orchestra (of which there are 27 concerti-24 solo piano, 2 double piano, and 1 triple piano), Mozart wrote only 2 in minor key, K. 466 in d and K.491 in c. In addition, there are no extant Mozart cadenzas for these pieces; Richard Bosworth has furnished his own in this instance.

I am not sure where you found your information, but No. 27 is the very last piano concerto in B-flat Major, K. 595. The C Minor, K. 491 is always listed in musical scores and catalogs as No. 24. You can also check the Mozart Project online and see for yourself.
