The last week of March, 2010 CDA visited Cuba with 6 Congressional staff members. While we were in Pinar del Rio in 2008, inspecting the hurricane damage, we met and interviewed a farmer. We returned with the staffers this year to see how the recovery was going. During this most recent visit, the farmer's son, Michel Martinez Jr., demonstrated how they roll cigars. While they sell 90% of what they grow to the government, they hold the remainder back to make cigars which they sell to tourists. This opportunity for private enterprise is good for their incomes, and it demonstrates why tourism is beneficial to average Cubans.
