Shaykh AbdusSalaam as-Suhaymee (hafidhahullaah) ON SOME IMPORTANT PRINCIPLES OF JIHAD
That fighting the enemies should not bring about a harm which is greater than the harm of leaving off fighting. This is an important matter, because it could be that (a person says) these matters are of no importance to me and I just want to participate in jihad in the path of Allaah and fight until I am killed without looking at others but there has to be an examination of the harms that this could bring about, because preventing the harms takes precedence over achieving the benefits. So one should not look and think about only his own condition, rather you have to look and think about the condition of the Ummah. If participating in jihad or fighting brings about a harm greater than the harm of leaving off jihad then in such an instance it is not Divinely Legislated. The ones who assess this are not everybody, for it is only the well-grounded Ulama who are immersed in beneficial knowledge, righteous action and have correct belief these are the ones who look at the benefits from the harms and they are the ones who in all times are able to see if jihad is Legislated or not, it is not open for
everybody to decide, rather it is for the wellgrounded meticulous scholars who follow the Sunnah and are immersed in beneficial knowledge and righteous action and are known for following the Divine Legislation and not innovating anything into the deen of Allaah. They are the ones who assess the benefits and harms, so either they assess and clarify the issue of jihad and then it is called for
the leader of the Muslims because the Divine Legislation assigns this matter to him (the leader of the Muslims) and it is from the leaders qualities and not of the qualities of anyone else. Shaykh Uthaymeen (raheemahullaah) speaks much about the permission of the one in authority, for a group may emerge and say that we want to wage jihad in the path of Allaah yet they fight the people of Islam!? As a result, the Shareeah controls this matter by making sure that there has to be the permission and authorisation from the Imaam (leader) because a person may say to you lets go
and make jihad in the path of Allaah! yet be involved in lying, cheating, betrayal, treachery and deception and all of this is not allowed in Islaam. A person may come and say Lets wage jihad against the disbelieving enemies! and then fight against the people of Islaam!? Or they go out to a place where there actually is jihad there and they have a good sincere intention but when they go they meet people who make takfeer of them and of the people of their country who say to them Go back to your countries and make jihad there too! What armed jihad is there with these (Muslim) countries? These are things which actually have been witnessed and for anyone who denies these things these are things which have actually happened in the name of jihad! When the people of knowledge speak correctly about the Divine Legislation they are described with the worst of names and if they do not speak the people will be misguided. Such important issues (regarding jihad and the likes) are not to be discussed with enthusiasm and haste, rather they have to be discussed in light of the Divine
Legislation. Whoever is pleased with it is pleased and whoever is not, is not, but the truth has to be clarified with the evidences. for a benefit for the Muslims yet it may lead to a greater harm for the Muslims.
