These people needs to be fined. Not the people who parked properly. Dubai police are big idiots they will catch whoever they feel like to.

they usually have a great emergency... lots of times you find them shopping at the supermarket or having coffee @ the local coffee shop. Great emergency going towards a residential area ;-)
BTW unfortunately this is a common behavior (haven't been able to pin point a certain nationality). I guess you can find stupid people in any country :p
