February 21, 1961 - After meeting with Paul Henri Spaak, Secretary General of the North Atlantic Treaty Organization, President Kennedy presents him with the Medal of Freedom.
February 22, 1961 Meeting with Dean Rusk and with Ambassador to Germany Walter Dowling and Ambassador to the Soviet Union Llewellyn Thompson before their respective departures to return to their posts.
