I think that's Erica's own voice you can hear, it happens quite a lot on old Prisoner episodes - the sound 'bleeds' on the old analogue tapes, not sure of the technical term for it. Sometimes you can hear voices echoing *before* the actual speaking.

If you listen carefully, while Erica Davidson is on the phone you hear her lines repeated to her before she speaks the actual words. :-)
