This is the Changing Of The Guard Ceremony held at Geyongbokgung (Korean Imperial Palace in Seoul). This ceremony dates back to the Joseon Dynasty and was first performed in 1479. Today this ceremony is put on nearly every day by the Korea Cultural Heritage Foundation.
After turning around, the commander brings his group back into the courtyard for the change of the guard. The two commanders meet in the middle, authenticate who they are, and carry out the proceedings.
The battery on the camera cut out in the middle of them changing. However, you can see see the rest of the ceremony from my other video at the beginning of the day.
