It does not mean to improve on perfection. We are far from perfect, and Obama said this in the speech. Perhaps you missed it(didn't watch it).

It means to perfect our union. To improve it so that it is closer to perfection.

When I say "I'm becoming more energy-efficient" it does not mean that I already am efficient and I'm becoming more efficient.
