I've never seen that happen neither. I once recalled watching TWC like around 1991 or so that had a really, really short ad typed on the ad crawl on our area's WeatherSTAR 3000.

That creepy lady only lasted a couple of weeks on the real segment title card, but she appeared hourly on the Five Day Planner station ID for well over a year.

This is the first 3000 video I've ever seen where the ad crawl starts right away that the beginning of the forecast.

The ad crawl started on the first page for all :50 second flavors, but that was the only ones where I recall that happening.
