01:01 -- I jump over the waterway from Red County into Las Venturas
02:05 -- I arrive at the Tattoo Parlor at The Strip, got tattoos.
04:38 -- I get into the SeaSparrow north of Verdant Meadows and start heading toward Mulholland
07:22 -- I land the SeaSparrow on top of the garage at the Mulholland Safe House
08:02 -- I clear Carl's Wanted Level by taking off his shirt and immediately putting it back on
08:32 -- I save the game
08:36 -- I re-load the newly saved-game to prove that the SeaSparoow is still on top of the garage
09:05 -- I get into the SeaSparrow and head toward Ganton
It is possible to park any vehicle (provided it's small enough) on top of the Mulholland Safe House garage. Maybe it's just a glitch or maybe just an oversight by the people who designed and coded San Andreas.... I don't know.
I chose to park a SeaSparrow on top, but it is possible to drive any ground-based vehicle up there by using a Packer (the car carrier), the ramp on the Packer lines up just perfectly to the top of the garage.
Once it's up there, the game can be saved and the vehicle will still be there after re-loading.
This will work on all platforms: PC, Xbox, and Playstation.
This is a simple demonstration on how to get a SeaSparrow at the very beginning of the game from just north of Verdant Meadows, and store it on top of the garage at the Safe House in Mulholland. I also got some tattoos in Las Venturas.
NO CHEATS and no mods were used.
This is a completely legitimate game.

The tattoos aren't necessary, but it's an interesting way of saying that I've already been to Las Venturas and here's the proof.

Also, the tattoo parlors in Los Santos aren't open yet.
Here are the details:
The video starts off as a saved game... Tenpenny and Pulaski had just thrown Carl into the alley in Jefferson; none of the Story Missions have been done yet.
After that I killed five drug dealers and got about $2,000 from each one. I also got body armor and an NRG-500 from two different locations in Los Santos.
I then used Inside Track Betting (ITB) to increase my total dollar amount by $120,000... that way I could purchase the Mulholland Safe House. I saved the game there with the NRG-500 in the garage.
The video starts off inside the Mulholland Safe House; from there I rode the NRG-500 to Las Venturas and got some tattoos. Then I rode to Verdant Meadows and got the SeaSparrow and flew it back to Mulholland...I stored it on top of the garage.
After I parked the SeaSparrow on top of the garage I went inside and removed Carl's shirt, then I immediately put it back on, that's how I got rid of the 4-Star Wanted Level. I then walked back outside to show that the SeaSparrow was still on top of the garage. Then I walked back inside and saved the game... I then reloaded that same game to show that the SeaSparrow would still be where I parked it, on top of the garage (after reloading)... then I flew to Grove Street to do the mission Big Smoke.

It's easy to jump and climb over the main gate at any of the 3 main airports in San Andreas, and it can be done without jumping on top of a vehicle either, as long as CJ doesn't have too much body fat.

Will this work with a Cargobob? By the title it seems exclusive for Sea Sparrows...
Btw, bouth SF and LV tattoo shops are open from the very begining.
I also like to roam without doing any history mission, Im about to hit 10% with side missions, uniques and so... damn it you cant make all the unique jumps... Horseshoes are a real challenge and quite funny if you like BASE or HALO jumps^^

The Cargobob is too big to save on top of the Mulholland roof; anything that's bigger than the Sparrow or Seasparrow will disappear when the garage door closes and reopens.
The only Stunt Jump that can't be completed is the one at the Gant Bridge in San Fierro, and that's because of the invisible barrier there. All of the other 69 Stunt Jumps can be completed from the very beginning of the game.
I agree about the Horseshoes, some of them are really challenging.
