Abstract
In the new age of revolutionary innovation, an enormous problem plaguing the global community as a whole is the lack of equality in access to the education system. Earth is often called a "global village". But is it really? In urbanized areas it is, but the rural, less developed countries, those often known as "third world countries", lack the global contact. Access to the Internet and to mobile communications is a key factor of any student's life these days. From Blackberry's to laptops, information communication technologies enhance and advance opportunities of expanding in knowledge and networks. The question is then how can we foster efficiency and effectiveness in this sector? and, intuitively, how can information and communication technologies help to achieve the goal of enhanced access and ensured success within the education sector? and what other opportunities exist? This paper looks into the context of the information revolution and related growth in the volume of knowledge with the aid of computerized and information-based learning technologies. By enabling the less fortunate students to stay in touch with better educated ones, we may enhance their chance for education thus ensuring eradication of educational deficiencies at, not only, the national level but also the much more important global level. Thus an educational system can be improved with information communication technologies based educational tools, services and learning resources, which should be the main research and target.
