Trying to resolve issues on a large scale comes across as a complex and heavily regulated process.The immediate reaction of the participants is to preserve self-interest out of fear and lack of overall system clarity. Suppose we divided responsibility among constituencies asking them to achieve a 30% water reduction(for example) down to the micro level the task would be more intelligent and cooperative. Aided by science and technology we can have huge improvements in farming practices.
