ping is ICMP and not TCP. If that guy had any idea what he was talking about, he'd know. And using small, 8-byte packets encapsulated in IP and Ethernet frames is a crappy way to cause a DoS on somebody's network, since it actually does not make any critical services go down on the external gateway (let that be a router or hardware firewall), well apart the standard IP stack, which happily goes up when you stop "pinging him to death" or the attacked person gets bored and gets a new DHCP lease.
