I do not understand how Australia passes legislation. I looked up Mr. Conroy and he is the minister of broadband. Can he pass measures concerning broadband without an act of parliament? I do not understand.

From what I know there must be enough people in the parliament to pass it. Conroy is labour which have just under 50% of the seats, then there is liberal which have about the same. If labour and liberal do not agree then the Green comes in because they have rest of the seats.
