@PooMyPanties i know this comment was a year ago and maybe you know already what went wrong but is it possible u didnt place the sheets in water first to 'bloom'? with the sheets, it needs to get soaked first and then dissolved, so u would have to probably first heat the milk and cream to the point when it starts to bubble on the sides, then add the bloomed gelatin to dissolve, then pour into the ramekins. thats the only way it will set properly

@jumpieva he explained it was for his diabetic friend. diabetics cant eat heavy cream or sugar so this is a healthier version of a traditional panna cotta.

let me explain something, using yogurt is NOT panna cotta, the consistency may be similar, but real fresh heavy cream is the trick. please do not pass off ghetto shortcuts as authentic panna cotta, even if it is good.
panna cotta:
2 cups heavy cream
3/4 cup sugar
vanilla pod/extract/flavors/fruit, etc
a packet of gelatin(or equivalent sheets).
that is it, no milk, no yogurt.

However, I would suggest for the removal of the panna cotta from the ramekin. Fill a mixing bowl with water boiled from a kettle. Then place the ramekin in the water for 5-10 seconds, the panna cotta should just slide out when turned over. It saves you from actually using a knife and maybe damaging the panna cotta
