well! Sorry for the big mistake...now that I think of it, of course it's the steam heating system...I'm a fireman on a historical line, and we need enough pressure for the brake pump to function...

the steam is defnetly not coming from the break system, it's from the steamheating. the valve at the last cariage has to be set in such a way that some steam can escape, so that fresh steam from the engines boiler can
keep the heating running.
railway-brakes are operated by pressurised air in germany as well as in switzerland, in fact in entire europe.
The small cloud of steam coming from the rear end of a steam operated train is an nice and typical view, though. :-)
