While couple thousand assemble on Rustaveli once in a couple of days, most of the time the protest, as shown in this Al Jazeera video, is empty. The so called cells, aim to create illussion that there are people--while there arent. Georgian laws do not require permits for demonstrators to block streets. To block even the main one is ok, but with people, not empty constructions.... All democratic governments would have removed such cells long time ago, but since there are many including in the west who eagerly await to cry "regress of democracy" in Georgia, they are still here
