Teacher Tenure and Mayor Bloomberg

Mayor Bloomberg and tenure does not seem to mix as he tries to change the way things are done. Is it right to grant teachers tenure based on test scores? Tenure was something a teacher earned once they reached 3-5 years in a classroom, regardless of their performance. Mayor Bloomberg now wants teacher tenure to be granted on the basis of test scores. Standardized tests however are not for everyone and what happens if you get a bad group of students who just do not want to learn.
