I was also wondering if the foot was cautioning you. He may have just had a case of overstimulation. They say that Parrotlets are like tiny Amazons. Its taken me four years and i'm feeling like i am good at reading his body language now to avoid being bitten. It will take you time to get to understand him and vice versa. This might encourage you - I've had Jelly Bean, my Eclectus Parrot for just about three years now. I can't touch him. He will step up for me usually if his (contd.)

Hope you're not bleeding after that! My GCC does something similar to this, though a much smaller beak mean less damage & pain. As I was watching PBird, I wondered if the foot movement was some way of stopping you from touching or getting closer. When Cricket, my GCC, does that similar foot motion, it's followed by the bite if I don't pull away, though sometimes a playful bite, other times aggressive. IDK, bird body language can be hard to read at times!
