well spain is technically good, but not better than french i think. Compare the single players. I forgot about Portugal, maybe they are technically on a similar level as french.
I'd say French, Portugal, Spain and Italy are the four technically best teams in europe, but the difference to the rest is not that big, the more time passes, the more all nations approach the same level. And btw, technique is not everything.
