The Elizabethtown, Kentucky city council voted 4-2 not to read a resolution requesting the Kentucky General assembly to reclassify the city of Elizabethtown to a 2nd class city (See the resolution after the page break). The motion to read the resolution was made by Steve Atcher and seconded by Ron Thomas. The motion was defeated 4-2 with Larry Ashlock, Marty Fulkerson, Kenny Lewis and Tim Walker voting against it.
THE KENTUCKY CONSTITUTION DEFINES A FOURTH CLASS CITY AS A CITY WITH A POPULATION OF 3,000-7,999.
THE KENTUCKY CONSTITUTION DEFINES A SECOND CLASS CITY AS A CITY WITH A POPULATION OF 20,000-99,999.
It appears Elizabethtown will retain it's fourth class city status that goes all the way back to 1916. The state constitution's prevailing classification system says a city of over 20,000 is a second class city. Elizabethtown has been that large or larger since 1997.
In 2007 the Elizabethtown city council voted to impose a fourth class city restaurant tax in a city with a 2nd class city population and by some estimates the restaurant tax takes in two million dollars a year from people eating in Elizabethtown restaurants and the money goes to an unelected Tourism Bureau that's going to use the tax for a multi million dollar tourist sport complex.
Councilman Steve Atcher had this to say: "I would rather lose defending the truth, than win clinging to deception."
Steve Atcher, like many Elizabethtown residents, feel the the City Council manipulated Elizabethtown's city classification status to impose a regressive tax on the citizens of Elizabethown, Kentucky.
I have a feeling his ain't over yet.
