It's called The Tick. A kids cartoon that aired between 1994 and 1996. Basically a spoof of superheroes in general. Check it out, It's really funny.

Man, I wish this lasted for a few more seasons. My friend used to work on this show, he said Dreamworks snatched all the good people from this studio.
