"The consumer drives 70% of the economy right now." Excuse me, but that's a huge problem. America needs to get its competitiveness back, which means hiring and promoting the best people, instead of utilizing quota bean counting. You have to immediately work to rebalance foreign trade, eliminating the massive deficits both there and at home. If you don't make anything, then you're done. Buying toxic toys from China at your local Walmart isn't going to do it. Consumer economy my ass.
