Testing out my New PC i built with GTA IV, i guess you could call it a budget rig since it cost me under $400 to make. GTA IV is also patched to 1.0.4.0, lastest patch has performance issues on my system.
The Slowdowns you can notice in the video were caused by CPU/Mobo Compatibility issues, the CPU had a 125 TDP while the mobo only supported CPUs with a 95W TDP or lower, this caused the board to activate VRM protection, which drops the CPU Multiplier by more than half causing the slowdowns.
This issue is resolved in the Just Cause 2 Benchmark by underclocking and completely resolved in the DiRT 2 Gameplay by switching out motherboards.
