The PRC State Council recently passed
"Three Gorges Follow-Up Plan", openly admitting
serious flaws in the Three Gorges Dam,
leading to movement "Reversing the Three Gorges".
Who will be responsible for the failure
of the Three Gorges Project' decision?

After PRC State Council admitted adverse effects
of the Three Gorges Project, netizens started
the movement of "Reversing the Three Gorges".
Netizens claimed it was a "disaster" of the saying,
"man's determination can conquer nature."
It was the arbitrary decision of the government.

Prof. Ai Nanshan, Director of Environmental Science
and Engineering, Sichuan University: "I also oppose
to build the Three Gorges Dam. Many people
opposed the disputable project, including experts.
Many voted against it, abstentions were quite a lot."

A 21st Century Economic Report revealed
that in June 1986, the former Ministry of Water
Resources Organization ordered 412 experts
to participate in the project. Nine refused to sign.

How much trouble has been caused
by the construction of the Three Gorges Dam?

Voice of America reported that although
the total reservoir volume and power output ranks first
in the world, the dam flooded 13 surrounding cities,
140 towns and 1,300 villages.
400 million people were forced to relocate.
Construction costs are No.1 in the world,
the government has been recognized to spend
RMB600 billion. If ongoing disasters are counted,
the actual cost is over RMB1 trillion.

After dams were completed, Chongqing, Sichuan,
Hubei and the lower reaches of Yangtze River
had climate anomalies. High temperature, drought,
and floods were serious and unprecedented.
Experts believe the severity of damages it caused
left America's 9/11 far behind.

Dr. Wang Weiluo, a German engineer
said that the most critical question is
who is responsible for these problems?

Dr. Wang: "Chinese Academy of Engineering
reargued in November the Three Gorges Project,
claiming it was still at a reform and opening up.
That is, errors in the report and underestimation
were at a time of the reform and opening up,
pushing these things into the past. .
No one is ever responsible for problems in China."

Dr. Wang said that in 1975, Banqiao Reservoir Dam
in Henan was damaged, causing 24 million deaths.
Back then, Chinese authorities
also shirked their responsibility with "10-year chaos".

From the approval process, the decision-maker
was the National People's Congress (NPC).
On June 2, 1986, the Chinese Communist Party
(CCP) Central Committee and State Council
issued the "Feasibility Studies of the Three Gorges
Project In Yangtze River". It was actually the CCP
sending orders to NPC. Dr. Wang pointed this out
in his articles published in 2007.

Dr. Wang: "The State Council put out its own report,
and now it should shoulder the responsibilities.
It doesn't matter if it is the current Prime Minister,
or the former one, since the current Prime Minister
takes over projects from the former,
he should be responsible for it."

Dr. Wang said Deng Xiaoping approved the project.
Li Peng could not shirk his responsibility.
After Jiang Zemin ascended to the highest post,
a Secretary of the CCP Central Committee,
he showed great interest in the project,
and used the "party's will and discipline" to restrain
CCP members in NPC to vote for the project,
interfering with the decision of the project.

Chen Weijian, New Zealand's democracy leader
wrote "CCP building Three Gorges Dam:
A crime now and disasters for future generations."
The article states that the Three Gorges Dam
is the result of a communist autocracy.
Chinese communism must be destroyed,
as the autocracy would create more such disasters.
