heres how its done ok
first you go to viridian city talk to the old man when he asks you if you want to learn how to catch say no
then fly to cinnabat island
to to the right
and swim up and down the coast then you will find it

I have 6 'm things. I caught them all this morning, but mine are level 0. Plus, if I let them battle, they evolve into level 100 kangaskhsan. I didn't use a Gameshark, so my game's a bit messed up, but it still works, surprisingly.

u can do it without cheats as i was a kid me and my cousind found out how and with this glitch u can find pokemon on lv 140 etc :D but if u level up it it goes to 100
