Base interpretation of this is an exploitation story. Removal of the hands is reminiscent of the blood diamond industry, where children are threatened with limb amputation if they don't mine. First-world countries using cheap labor to produce so much stuff that consumers can basically use something once, throw it away and not give a shit. Their hands regenerate because there's always going to be an exploited class; there's always going to be poor people while you wipe your ass with diamonds.
