I think your sisters expectations of such encounter with a total stranger were maybe a little high. For an experiment, she should stop random people while they are out trying to do shit, and make them stop and talk to her, and see how many of them come off as stuck up.

Her stoner character made me laugh to the point of tears, but that doesn't mean I should feel free to go up and ask her a bunch of questions she's heard 50X before while she's buying a box of tampons and bottle of Motrin.
