The video here was taken during the winter of 2004 in Seattle, WA. A large snowfall, not typical for Seattle, fell overnight and covered the city. It pretty much shut down the entire area for the day. Later, a small group of people gathered at the Cyclops bar on First Avenue to ride makeshift toboggans down Wall Street from First, past Western and down to Alaskan. The rides began around Noon that day and went on into the night. You will even see a toilet seat being used and some downhill ski equipment hooked to an old tire. I believe the toilet seat made it to CNN.com. People all over the city were holding makeship toboggan runs but this is the only one I know of that didn't get shut down by the police. Some others were shut down due to injury and safety concerns.
This video captured some of the riders. Note the people standing on Western letting everyone know that the traffic is clear. All side streets were closed that day but the main ones (ie: flat) remained open.
bye bye lol
