In November 2007, a coalition of 27 local minority organizations, called the San Antonio Coalition on Human and Civil Rights, filed a complaint with the U.S. Justice Department requesting it investigate the Police Department for failing to discipline and prosecute its officers for alleged civil rights violations. (Reference source: The San Antonio Express News, January 17, 2008). Who knows when and how the Justice Department will respond.

Mayor Phil Hardberger (former military air force pilot, trial lawyer and Judge) and City Manager Sheryl Sculley (annual salary over $200,000) are the City of San Antonio's official leaders. The City of San Antonio, (needing to save face publicly in the meantime?), on the recommendation of Police Chief William McManus, has contracted for $79,748.00 a REPORT from a group called Police Executive Research Forum (PERF) to investigate the SAPD's use of force and the public complaint process. The San Antonio Police Department does not allow an attorney or a family member to be present when grievances are filed against police officers. (Reference source: The San Antonio Express News January 17, 2008).

PERF sent five members to listen to testimony from witnesses. I do not know how witnesses were chosen to speak to the PERF panel January 16-17, 2008. I did not even know about it at the time. But the witnesses who spoke told about improper body cavity searches, beatings, and harassment. One witness told of being denied access to her diabetes medication and having a miscarriage. Coalition leader and former city council member Mario Salas was quoted in the Jan 17, 2008, San Antonio Express News article as saying "It's going to be a whitewash". The news article additionally said "Coalition leaders aren't too optimistic that the
group's review will lead to any significant change, arguing PERF is
composed of police executives assigned to review other police officers".

I believe PERF is being used as a delay tactic while they figure out how to silence victims so there are no witnesses to speak out against the police officers involved by the time the Justice Department gets involved AND by using PERF they can to some extent cover up their illicit and criminal activities since PERF is made up of cops who will be expected to adhere to the 'Brotherhood' code. Cops investigating cops is what the Internal
Affairs division of police departments do and what they do is everything they can get away with to cover for their fellow police officers and keep the city from being sued.
