Because they were activated after the elevator left the lobby. You're only restricted to even or odd floors when boarding the elevator from the lobby or concourse levels.

Imagine how different countries would be without them!!! Japan and Hong Kong would have never developed simply because of limited land. The same goes for Singapore and potentially Mainland China.
