Because small states are overrepresented in both the Senate and the House of Representatives as well, and in the raw number of states (you need the amendment to pass both bodies by 2/3s, and then by 3/4's of the states.) In actual practice, it's only happened once in the lifetimes of anyone alive today, so there isn't a big push to do anything about it.

Here is an idea for a system-
What if, with exclusions in place of course, there was a presidential draft of some kind?
Imagine if every eligible U.S citizen were on a list and they were chosen at random to lead the country for a set length of time? People could also submit applications for positions in the administration.
I think it may sound like a crazy though, but if you want to laugh it off, please read it first. Read it, and imagine how it could work- all the possibilities.

Popular election of the POTUS is mentioned nowhere in the Constitution. The founding fathers did NOT intend for the election of the POTUS to be a popularity contest. The wanted a select group of individuals representing the individual STATES to select the POTUS based on his qualifications rather than how popular he is! :-P D.

You would still have an issue with a candidate winning with only a plurality. More people feeling empowered with there new found voting might would mean more candidates on the ticket. A candidate could win with an even smaller percentage of peoples vote. The only way to accurately represent and not polarize voters is to use an INSTANT RUN-OFF system. I wouldn't use France's system though, instead rank candidates and assign a point value to the ranks, whoever has the most points wins.
