Age of Empires 3 - Scenario Editor Tutorial

This vid shows you how to make water and water effects, change lighting and paint ground, plus many other things.

FAQ:

To rotate the camera:
Allow in game options, and then hold down "ctrl" and use the right and left arrow keys.

To change the light:
When in scenario-editor, look at the top bar and push the yellow light ball. Now choose from the list ;)

How to make the AI work:
From OzzieSeesU:

under "Scenario" go to "Player Data" and choose how many players you'll play. Next, to the right look for "Control" choose "Computer" for each of your enemies (your player will be human). Move to the right again and look and choose "AI" at the popup look for "aiLoaderStandard" and click it. Now return and add all your "Heros" using "SPC" ie, "SPC Morgan", Also add "VIL Covered Wagon" for all players. Finally you need the "AI Start" for each player. Hope this helps, good luck.

@SuperMario9561 dude you have to give the second player an AI otherwise the dont do shit to do this you have to go to scenario - player data - then select AI for the player you want to have ai and choose the type of AI dont choose any of the ones which are just numbers and letters use the last ones like aimain and that should make the selected player able to do stuff hope this helped man
