@arnelol1 First of all make sure you're using Inkscape 0.48 ~ however, i would assume "Filter" would be included even in earlier versions. "Filter" is at the very top & is 2nd over from the "Help". Once you locate Filter click on that & scroll down to "Protrusions" & then follow the little arrow over to the right & "Snow Crest" is at the bottom of that list.
I know this Q was 7 months ago but maybe my answer will help someone else.

@arnelol1 ME TOO I ENCOUNTERED PROBLEM AT THE SNOW CRSET...WHEN I PRESSED IT I DIDNT SEE ANHY CHANGE ..I FOLLOW ALL UR INSTRuctions..im using toshiba laptop,windows 7

GREAT TUTORIAL my sow crest isnt working been havin some problems with my inkscape lately. not responding i even uninstalled and reinstalled it. sigh. idk any suggesions? it keeps not responding.

On my computer, running Windows XP, I’ve discovered that if I zoom out then the snow effect disappears. When I zoom back in then the snow effect returns.

Can't get the snow effect to work .when i click to apply the effect the selection box gets slightly bigger but no snow appears.
