Government is the only one who can make it worth people's while to care about externalities but its made of individuals none of whom seem to have a reason to regulate in favor of the environment, poor or development. If people cared they could pressure government but they usually have more pressing concerns.
However it might not be short-term thinking; people differ in values, some care about the environment as a good in itself others only insofar as it's good for people

The only examples of irriductable complexity are things that never evolved - because while they would benefit in the long run, you die in the short term. Or things that would benefit everyone but cost only a few doing it, no one has the incentive to do it. Roads seem to be like this. We can do these things because as well as the evolutionary process of the markets we have some degree of planning - all economies are mixed - what sectors have to be planned and what left to nature is the question.

Good message in your video. We do need to find a way forward for sustainable development. Unfortunately, unless leaders of corporations change their basic philosophy of life, government will need to help them do what is right for people and the planet. Government is only as good as the people in charge - that is all of us. Until corporations are made up of enlightened leaders, government must help corporations not abuse their power. They can still make profits and do no harm with help.
