This factory complex was made by Arnold (no longer in production). The coal cars were designed and built by Arnold as well to work with the complex. They lift and open when a button is pressed as they pass the unloading section. A small lever actuated by an electromagnet (that's the sound you hear) pokes out as the cars pass and comes into contact with an arm at the base of the coal car and the wagons lift. If you do a search on ebay "Arnold 4484" you might see some close up pics.
