If you think about the time it took for the Borg to launch each offensive against Earth, it shows how low of a priority humans actually were. In Voyager you hear stories of hundreds of Cubes surrounding a Star System, yet in each case when they attacked Earth they only sent one cube, and there was a sizable gap when sending them. With the resources the Borg had the Federation would have never stood a chance if Humans were a high priority.

Myeah there is little logic in those production numbers. They just decided to pick different starting numbers for each series....
