No it's not. My dog does the same thing. There's a spot at the base of the tail that when you rub it the animals acts that way, it doesn't hurt them, my dog enjoys it.

They're just tickling a spot at the base of the cat's tail. I do it to my dog all the time and he waves his head around and licks the air like the cat does. He loves it. It;s a natural reaction from the animals, it's not abuse.
