From a whirlpool tech. The thingy with the rod on it is a regulator lockout device which is used for propane as propane has a regulator at the tank. It is not a vent. The valve has a built in regulator which is designed to operate at natural gas pressures and as propane is higher in pressure, the regulator needs to be locked open for propane use or not enough gas will get through the regulator.

Thanks for the video, I just bought a natural gas kenmore dryer that needs to be converted back to propane for use at my girlfriends. Very helpful!
