This movie illustrates the principles of New Urbanism, using only the words of the Charter, which was signed in Charleston in 1996. The Charter is the only document and set of principles agreed upon by New Urbanists: everything else done in the name of New Urbanism is a set of varying strategies and tactics to implement these unchanging principles. If you have a question as to what New Urbanism is or if a project truly is New Urbanist, look to the Charter first.
The Charter is organized into a Preamble and a set of principles at three levels of urbanism. The Preamble states the problems we face and what we stand for. The three levels of urbanism are 1. The Region - Metropolis, City and Town ; 2. The Neighborhood, the District and the Corridor; and 3. The Block, the Street and the Building. Each of these have nine principles to guide development.
