A kind of Google Earth application with physically based rendering. Data comes from Blue Marble Next Generation from Nasa Earth Observatory (the whole Earth at 500 meters per pixel) and from SRTM v4 from CIAT (elevation model at 90 meters per pixel).     I bet the programs used are Code::Blocks and GCC compiler.
