In my town,workers came unannounced & planted large concrete blocks around everyone's property(on city line).They are 3' deep x 6" sq. They stick up 1" above soil. I got 7! I asked the workers what they're for.They said there's electronics in them & are 4 emergency response teams to find houses.Now my town won't give any details when I call. When I told them I'm digging them out,they patrolled my street.I later did dig 1 out & cracked it open.Can anyone tell me what they r really 4? I have pics.
