In 2005 photojournalist Steve Liss published No Place For Children: Voices from Juvenile Detention, a book chronicling the struggles of a badly underresourced juvenile detention facility in Laredo, Texas. That work became a catalyst for change within the community and recently the new Webb County Youth Village opened its doors, replacing the former detention facility with a state-of-the-art complex which will house a badly needed drug detox, counseling and treatment facility and a new school for children-at-risk.
