I think its an unlockable. Since its Capcom that made this game, they probably just wanted to add a fun little feature.

its realy exspensive and dont look great on ps3 you can get monsters and the DLC for like £4 or $2.50

Yeah, its hard ot get used to at first, but once you get the hang of it, its pretty easy to control them. There are some pretty hard levels, they get more complicated and longer, but what i like is the level editor and sharing them with people online.
I give it a 7/10.
and they should lower the price, $15 is too much. it should be like $10.
