@MrFood239: As your question is nearly a year old I'm thinking it's likely either you know this by now or you don't care, and there's a chance I could be wrong, but I believe that's Piera Coppola, who's also Sylvanas' actress. I think I'd suspected that back when I was an avid Warcraft III player, though that's not made definitive on the IMDB page for Warcraft III nor anywhere else to my knowledge, though it sounds like her pretty distinctly IMO.
