Maybe for the same reason why Republicans voted to table investigation into Jack Abramhoff, or why Michelle Bachmann voted against creation an office of congressional ethics because most politicians are corrupt. The tricky part is to hate it when both sides do it, not just the opposition.

Go research on how they got the funding rather than making broad biased comments. A lot of things are slipped inside "harmless" bills which a lot of politicians don't bother to read.
