I agree with you - it is about consequences. When the State provides for a child through welfare there is no dire consequence. The State takes responsibility away and removes negative consequences from individuals.

My feelings exactly. When the state picks up the tab for people's mistakes, people stop having to worry about it.

I think so, yes.. it isn't the state's job to bring up children, but some parents seem to think that it is.
The state is at fault for creating a culture of reliance, though.
