Typhoon Parma (locally known as Pepeng) hit the regions of Ilocos, Cagayan Valley, Central Luzon and Cordillera Administrative Region (CAR) in the Philippines during the first weeks of October 2009. Pepeng brought huge amount of rainfall that caused massive flooding and landslide. The extreme rains triggered dam overflows that prompted the release of water that inundated 34 of the 44 municipalities in the province of Pangasinan. 90% of Pangasinans land area was inundated bringing immense damage to properties, infrastructures and livelihoods of the people. Among the hardest hit municipalities were Rosales, Villasis, Mangaldan, and Dagupan City. 714,660 individuals (136,119 families) from 538 barangays were affected by the typhoon. The floods claimed 22 lives and damaged around PhP 2.7 billion in agriculture.
The Center for Disaster Preparedness, in partnership and funding support from Oxfam Hong Kong is responding to the disaster through emergency relief.
